David Bogen is a veteran power-system engineer whose career spans more than four decades of leadership in transmission network modeling, utility data standards, and real-time operational analytics. He began his career in 1981 after earning a Bachelor of Science in Electrical Engineering from Kansas State University. Today he serves as Manager, Transmission and

Distribution Services – System Modeling at Oncor Electric Delivery, and is a Licensed Professional Engineer in the State of Texas. David is also current a PHD candidate at the University of Texas at Arlington and is expected to complete his PHD in the next two years.

Throughout his 45+ years in the electric-utility industry, David has focused on the engineering and data foundations that enable reliable grid operations. His early work centered on transmission planning, where he developed analytical models for system expansion, contingency performance, and long range network reliability. As the industry evolved, David expanded his expertise into dynamic and transient stability modeling, supporting studies that characterize how the bulk power system behaves under extreme events, fast disturbances, and evolving generation portfolios.

One of David’s major career milestones has been his leadership in utility-scale model development for advanced Energy Management System (EMS) applications. He has been responsible for the creation, integration, and ongoing maintenance of real-time transmission network models used for State Estimation, Real-Time Contingency Analysis, and operator training simulations. His work directly supports real-time control-room operations, enabling operators to monitor, predict, and respond to changing system conditions with confidence and precision. He also serves as a core technical contributor to the selection and design of next- generation SCADA/EMS platforms, ensuring they incorporate rigorous modeling practices and fully support future interoperability requirements.

David is widely recognized for his contributions to the Common Information Model (CIM) ecosystem. Beginning in the early 2000s, he embraced CIM as a solution to the escalating challenge of maintaining consistent models across multiple operational and planning systems. Since joining the CIM User Group in 2005, he has participated in nearly every major CIM Interoperability (IOP) and CPSM testing event worldwide—including the first European CIM IOP. He has actively contributed to EPRI-led extensions of the CIM standard to support transmission planning, dynamic modeling, and advanced model exchange.

During the redesign of the Texas wholesale electricity market to a nodal, Locational Marginal Pricing (LMP) structure, David served as a key technical liaison between utilities, ERCOT, market participants, and international standards organizations. He played an instrumental role in developing the first large-scale IEC-CIM-based network model used for both real-time reliability operations and market applications. His work during this period helped shape several enhancements later incorporated into the CIM standards and influenced how transmission and market data are integrated in complex nodal markets.

David continues to support industry-wide harmonization efforts between CIM and IEC 61850, with particular emphasis on modeling requirements for Distributed Energy Resources (DER) and evolving grid-edge technologies. His contributions help stakeholders develop consistent, standards-based models needed to support a modern, decentralized grid.

His long-standing commitment to interoperability, modeling standards, and power-system reliability has made him a trusted voice across utilities, vendors, researchers, and standards bodies.
